FIRE
DISTRICT ATTORNEY
Kenneth Crooks received his undergraduate degree and law degree from Ohio
State University. He began his career as law clerk and master commissioner
for the Ohio Supreme Court. In 1979, Mr. Crooks joined the law firm of Nabors, Potter, McClelland, Griffith & Jones, PA in Brevard County. In 1993,
Mr. Crooks joined the law firm of Dean Mead in St. Lucie County. While there
he represented the St. Lucie County Fire District. In 2003, Mr. Crooks
accepted the position of Fire District Attorney.
The Fire District Attorney is one of three positions appointed by the
Fire District Board. The other positions are the Fire Chief and Clerk
Treasurer.
During his tenure with the Fire District, Mr. Crooks has been
responsible for:
- Chief Negotiator for the Management Team during the last two Labor
Agreements
- Draft Chapter 2004-407, Florida Statutes, which codified the Fire
District’s Charter.

Creation of new Pension Boards for Firefighters
and Fire District General Employees.
- Drafting Chapter 2005-310, Laws of Florida, which exempted the Fire
District from the Cities of Ft. Pierce and Port St. Lucie CRA’s.

Drafting Construction Documents for
Administrative Complex and new Fire Stations 2, 4, 6, 16 & 17.
- Drafting of numerous Development Agreements
- Major Revisions to Fire District’s Rules and Regulations.
- Handling numerous Fire District litigation matters.
- Incorporation of the Treasure Coast Fire Chiefs Association.
